Ebay banned is down?

Hi,

Just tried to log on ebay banned. The site appear to be down. Anyone has info on why?

When I access it, this is what I see

Looks like someone didn't pay their hosting account. Or perhaps it's some other issue and that's just a generic message that the site is down.
