Reloading on the field can be restricted in limited ammo cap scenarios. I don't think reloading gas is frowned upon because it's not a projectile. Ammo caps typically are a projectile limit. While it may be of limited use to refill gas but not pellets, it is very useful to be able to portably fill a mag that you forgot to fill or top up a partial fill.
