There's an age verification/regional rep section in the forums. Use it to contact a verifier near you. Set up an in person meeting (no exceptions), bring government issue photo ID to the meeting (no exceptions), and they can verify you in about 2 min. After that it usually takes a week or two to be cleared through the system.

Also, read the forum rules. It'll stop you from getting in trouble, banned, etc. You'd know how to find an AV rep and that you cannot sell/buy outside of the classies.
