what bothers me the most is that your average 15 yr old can't afford an airsoft gun. Furthermore, and this is a total generalization but, if the kid is 15 and has a job, and was disciplined enough to save the 100-200$ for an airsoft pistol he's probably not the type to point guns at buses.

This wreaks of bad parenting.

I agree, you want to see a crackdown on parenting? Charge parents with the crimes of children in their care under the age of majority (18). Make it so the parent doesn't serve time (that's just poorly thought out) but that they pay time to community services, pay fines, etc.

It's so easy to blame parents when kids do stupid shit. Kids are immature, lack life experience and are suspetible to influence. They generally do stupid shit, some more stupid than others.

If you want to help the kid learn the error of his ways, you punish the kid and not the parent. Punishing a parent with poor parenting skills will unlikely lead to an improvement in their parenting, it could make it worse. With the exception of restitution, punishing a good parent is pointless.
