Is it legal for me to purchase a fullmetal upper and lower receivers for a m11 internationally? I mean is it worth the pain of upgrading a couple of tf11 clearsies? Are they even upgradeable?

Nope, not legal. Any metal receiver will be confiscated at the border. The receiver is the restricted part of the gun, so it will not get across.

Those metal kits won't fit a TF11 anyway.
