They would have to read it because its in BIG BOLD LETTERS with color too, and to make absolutley sure they read it, when they check, a message comes up in BIG BOLD LETTERS saying " YOU BETTER HAVE READ IT OR ELSE YOU WILL GET BANNED IF YOU ASK THAT QUESTION "
then ban em if they do
it will give you an escuse to ban people really fast without having to explain
