On a serious note, if you have minors firearms license (didn't know those exist) and can handle real guns, you are ok in my books to use a toy gun. But just like you said, its up to the event host, if he wants 18+ you are SOL..

It is true that most game are 18+, it is the de facto rule but some host might decide otherwise once in a while or in a regular basis.
If Flag Raiders allow for 16+ and it's in your area, there really is no questions to ask and by all mean go enjoy yourself!
