I'm not entirely sure if it could be shimming; it can be suspect, but from my knowledge, most manufacturers put too little shims in stock gearboxes, not too much.

Perhaps the gearbox is dry? Not sure if that would cause a complete lockup, but that could be a factor. Other causes have already been said, such as trigger contacts, bad wiring, spring, motor, etc.
