I am having the same problem with my we glock. There are two possibilities. The first is that, like my gun, the hop up bucking does not work at all. On mine the hop up bucking would slip throught the arm that pushes it down and would have no contact on the bb. I fixed mine by putting a small piece of plastic tube right under the arm that makes sure the rubber makes contact with the bb. The second is that your slide might not be coming all the way forward, like on my gun. It seems that if the slide does not move forward all the way to the front, the hop up does not work. I fixed this by adding o rings to the guide rod to make the spring stronger, but I am not sure if this will work and I do not now anything about the mechanism of the m9.
