NPAS Screw looseness?

I'm currently fiddling with a RA-TECH NPAS valve in a WE 39C. I've noticed that it turns very freely - that is, I insert the reverse allen key, and the valve screw turns with very little (VERY little) resistance. I would've expected the screw would be more resistant to turning, to minimize the chance of the valve shifting more open/closed.

Is this looseness normal? Should there be something else in there to provide friction?
