Just look at the historical pictures. Visit a couple of thrift stores, a single coloured collared shirt, casual pants, vest, and the optional leather coat would be all the clothes you need.
As for belt kit, well that is totally up to you. You could consider you have nicked the odd bit of kit, a British Small Pack, German belt with an MP 40 mag pouch and canteen.
And for weapons, most likely you would have a rifle, and in some cases an SMG.
Just keep one thing in mind, when going for a Partizan look, less is more.
