ITAR is the reason, it stands for International Traffic in Arms Restriction. For US this rule applies for parts designed specifically for the application for military. In Magpul's case this is actually kinda interesting. The "design" of the stock(shape, functions...etc) is considered off the shelf and is not ITAR restricted. But the material used in Magpul's genuine product(remember Magpul made its fame from making polymer furniture) is the ITAR parts. So they cannot export any genuine Magpul stuff without a proper ITAR license issued by US State Dept.(ITAR does not its banned from export, just means you need license to export it).
The RS stuff obviously has to meet some mil-spec standard for durability and strength, where as the PTS does not. Thus you are using PTS at your own risk on real steel item.
Now for me, as a person resides in US, its actually cheaper for me to get RS stuff, since PTS parts will be sold through HK seller and shipping is expensive(most PTS item costs the same MSRP as RS). For airsofter outside of US, who may have difficulty obtaining RS Magpul, PTS provides a good enough alternative. If you are RS shooter outside of US, I am sure there are importer working with exporter in US that gets Magpul items through proper method, but cost likely to be higher, but really would you risk using PTS stuff on RS?
