I've ordered from ebaybanned quite a few times now. Always 1 week shipping, and they reply to their emails in HK time within ~2 hours.
As for broken items and refunds, I've yet to experience that.
Ehobby has a pretty cheap shipping rate, other than that, try redwolfairsoft or WGCshop.
