The licence is not available to individuals, it's only available to businesses. You have to be a properly incorporate business in Canada with a clearly demonstrated need for such a licence, and "importing airsoft for playing" is not a valid need.
If you need to ask, you're probably not anywhere close to having the necessary qualification for such a licence.
